Daiku no Gensan: Ghost Building Company came out for the Game Boy in 1992, developed by Irem. You don't play as a hero saving the world; you're a foreman for the dead.

You control a round little ghost who manages a team of smaller spooks. Your job is to guide them through single-screen construction sites, having them carry lumber and hammer it into place to build structures before a time limit runs out. The main mechanics involve directing your crew, some of whom actually build while others just ferry planks, and avoiding obstacles like falling tools or mischievous animals that disrupt the work. It's a puzzle game at heart, more about logistics and timing than action, and it can get pretty frantic trying to coordinate everyone. The whole thing feels like herding cats while someone keeps moving the furniture.
