Rugrats Scavenger Hunt came out for the Nintendo 64 in 1999, published by THQ. It was one of those late 90s party games that tried to capture the cartoon's energy, a time when licensed games were everywhere on the console. You don't see many four player baby racing games, even now.

You pick a baby, like Tommy or Chuckie, and race through levels based on the show, like the backyard or the supermarket. Your main goal is to collect the most candy scattered around each stage before time runs out. You use toy cards to slow down the other players, things like a slingshot to stun them or a door to block a path. You also have to manage an energy meter; running drains it, and if it empties, your character falls asleep for a few seconds. The game moves quickly, and the screen by screen exploration can get frantic with four players. It feels like a messy, chaotic playground argument brought to life.
