It was a time when strategy games were experimenting with more complex simulations, and this one fit right into that niche without much fanfare. You don't play a hero or a soldier; you're a shadowy operative manipulating global events from behind a desk.
You control a network of agents, assigning them missions like sabotage, bribery, or blackmail across a world map divided into regions. The main goal is to destabilize rival nations by lowering their stability ratings through calculated acts of mischief and coercion. Key mechanics include managing your limited budget and agent stamina, choosing which operations to fund based on risk and potential payoff, and reacting to the AI's counter-intelligence moves. The pacing is deliberate, almost methodical, and the difficulty comes from balancing resources against escalating global tension. Each game uses different controls, most DOS games use the keyboard arrows. Some will use the mouse , "Alt" ,"Enter" and "Space bar".
