You control a network of agents, assigning them missions like sabotage, bribery, or blackmail across a world map divided into regions. The main goal is to destabilize rival nations by lowering their stability ratings through calculated acts of mischief and coercion. Key mechanics include managing your limited budget and agent stamina, choosing which operations to fund based on risk and potential payoff, and reacting to the AI's counter-intelligence moves. Each game uses different controls, most DOS games use the keyboard arrows. Some will use the mouse , "Alt" ,"Enter" and "Space bar".
