ESWAT: City Under Siege came out for the Sega Genesis in 1990, developed and published by Sega. It was part of that early wave of action games on the system, where side scrolling and shooting mechanics were still being refined. You don't hear about it as much as some other titles from that year, but it had a distinct premise that set it apart from the usual run and gun affairs.

You start as a regular police officer armed only with a pistol, moving through urban stages to take down criminals. After the first couple of levels, you get to upgrade into a heavily armored ESWAT suit, which completely changes how you play. The armored sections let you absorb more damage and use stronger weapons like a spread gun and grenades. The game is structured screen by screen, with some light platforming and a lot of enemy patterns to memorize. It's not an easy game; enemies come from all directions, and the lack of continues means you have to be careful with your lives. Playing ESWAT feels like gradually shifting from vulnerability to overwhelming force, which gives the whole experience a satisfying sense of progression.
