Undercover Cops came out for the Super Nintendo in 1992, developed by Irem. The game has a gritty, industrial look, with a lot of browns and grays that fit its dystopian setting.

You control one of three special police officers trying to clean up a crime-ridden city. Your main goal is to fight through waves of thugs, screen by screen, to reach the stage boss. The combat feels heavy; you can perform basic punches and grapples, but also more elaborate moves like running attacks and a screen-clearing super move that drains your health. The pacing is fast, and the difficulty is pretty unforgiving, with enemies that swarm and hit hard. It feels like a desperate, chaotic brawl from start to finish.
