You also need to rescue hostages who provide items or extra lives, and you can find keycards to unlock certain doors. The pacing is deliberate, almost methodical, because enemies respawn if you leave a screen, forcing you to be thorough. It feels tense and calculated, like a slow burn where every bullet and every step matters.
