Pokemon Elements came out for the Game Boy Advance in 2000, though I don't recall who made it. It was one of those many fan projects that tried to push the hardware a bit, back when the GBA was the main handheld and everyone was experimenting with what it could do.

You control a trainer and explore a new region, capturing Pokemon and challenging gyms. The main goal is still to collect badges and become the champion, but the twist is how the environment affects everything. Battles change depending on the weather; your fire attacks barely work in a downpour, and wind kicks up leaves mid-fight. You also gather elemental orbs to unlock new areas, which adds a light puzzle layer to the usual route navigation. The pacing is deliberate, sometimes slow, because you have to plan around conditions instead of just overpowering everything. It feels like Pokemon if the world actually reacted to your moves.
