Warlords II Scenario Builder came out in 1994 for MS-DOS, developed by Strategic Studies Group. It was a tool for players who wanted to go beyond the base game and craft their own strategic challenges, fitting right into that era when user-generated content started gaining real traction.
You control every aspect of scenario design, from map layout and terrain types to unit placement and faction attributes. The main objective is to build balanced or thematically engaging conflicts for others to play. Signature mechanics include painting territory ownership tile by tile, setting starting armies and resources, and scripting victory conditions. The pacing depends entirely on your design choices; some scenarios play out quickly, while others become drawn-out wars of attrition. It feels deeply satisfying to watch a custom battle unfold exactly as you planned.
Each game uses different controls, most DOS games use the keyboard arrows. Some will use the mouse , "Alt" ,"Enter" and "Space bar".
