Warlords II Scenario Builder came out in 1994 for MS-DOS, developed by Strategic Studies Group. It was a tool for players who wanted to go beyond the base game and craft their own strategic challenges, fitting right into that era when user-generated content started gaining real traction.

You control every aspect of scenario design, from map layout and terrain types to unit placement and faction attributes.
