I first played The Global Dilemma: Guns or Butter back in the early 90s on my old MS-DOS machine. It was part of the Classic Games collection, developed by PopTop Software. In an era dominated by platformers and space shooters, this game stood out for its stark, cerebral approach to strategy, asking you to manage a nation's resources rather than just blow things up.

You control the economic and military fate of your country, allocating limited resources between civilian goods (butter) and military production (guns). The main objective is to survive and outlast rival nations through careful planning, but every choice has cascading consequences. Key mechanics include balancing your budget each turn, responding to random events like droughts or espionage, and negotiating (or not) with other leaders. The pacing is deliberate, almost tense, because a few bad quarters can lead to economic collapse or invasion. It feels like a constant, high-stakes puzzle where you are never quite safe, and that tension is what makes it so compelling to play.


Each game uses different controls, most DOS games use the keyboard arrows. Some will use the mouse , "Alt" ,"Enter" and "Space bar".
